What is a Comprehensive Plan
The Fauquier County Comprehensive Plan guides development within the County to promote, preserve and protect the health, safety and general welfare of its citizens. Because public developments (public streets, public areas and public facilities) comprise a substantial component of the plan, the Code of Virginia, § 15.2-2232, requires that proposals for such developments be subject to a compliance review. Reviews go through a two-step public hearing process. The first public hearing is before the Planning Commission, which makes an advisory recommendation to the Board of Supervisors. The second public hearing is held by the Board of Supervisors, which determines whether or not the proposal is in compliance to the Comprehensive Plan.

How is the Comprehensive Plan used?
The Plan is implemented in many ways. It is used as a source to evaluate and guide land development applications such as Rezonings, Special Exceptions and Special Permits. The plan is also used as the basis for modifying the Zoning Ordinance, Subdivision Ordinance and Design Standards Manual. The Plan helps determine the Capital Improvements Program (CIP) and provides the basis for developing programs such as the Purchase of Development Rights, grant applications such as the Marshall Main Street Transportation Enhancement Grant, Form Based Code and Cemetery Guidelines.
